What is a Transportation Plan Update?

Transportation Plan Update

The Federal Government requires the Elmira Chemung Transportation Council to have a 20-year transportation plan and to update it every 5 years. The Elmira-Chemung Transportation Council (ECTC) is a Metropolitan Planning Organization and is the agency charged with updating the plan. The plan sets forth the transportation program for the region. It includes highways, roads, bridges, transit, freight issues, access to the airport, and bicycling and pedestrian services and facilities. The Long Range Plan for Elmira and Chemung County was updated throughout the spring and fall of 2009, and adopted on December 10, 2009.  Click here to view the plan and here for the Plan Appendices(both open in a separate windows).

What is the Significance of the Transportation Plan?

In order to receive federal transportation funds, the region must have a 20-year transportation plan and a transportation improvement program that lists projects to be funded over the next three years.

The plan shows how the region intends to address transportation issues and how to pay for the transportation projects the region wants and needs.

How Does the Transportation Plan Impact Me?

As residents or businesses in the region, we all use the transportation facilities and services. In recent years, the ECTC successfully implemented numerous projects that fulfill the goals of ECTC Long Range Plans. Examples of projects are:

 

  • Conversion of NYS Route 17 to Interstate 86 Designation - Big Flats to Elmira (Airport Interchange-2004, Horseheads Bypass-2007)
  • 21 new buses purchased for Chemung County Transit System 2004
  • Completion of Clemens Center Parkway Extension 2005
  • Catharine Valley Trail bridge opened 2008
  • Reconstruct and upgrade NYS Route 17 to I-86 --  Elmira to Chemung (exit 56-59) underconstruction
